When you open your hands your Moment of inertia about the axis increases but according to law of conservation of angular momentum your product of Momentum of inertia and angular velocity should be constant

when the hands are streched outwards then mass is far from the axis therfore MOI is high.
and vice-versa. acc to angular momentum conservation 'MOI*W' is constant in absence of ext torque. As MOI inc W dec and vice versa.

Angular momentum is getting conserved so when the hands are stretched the omega decreases as a result your speed decreases in circular manner and when the hands are closed speed inc.
