If the universities made courses like that made by the open university or commercial education system "Brilliant" free to all, then the whole world would benefit.

His government weakened universities by opening them up to all sorts of nonsense courses. Yeah it may have brought in more money, but it made a mockery of Universities. It then highlighted that just because you went to uni it doesn’t mean that you are educated and increased your knowledge.

At the same he allowed the very useful technical colleges that taught meaningful trade skills disappear. His whole family have done very well on the back of politics and the people he dumped on.
