I've HEARD that cats who don't grow up around siblings never learn how rough is too rough to play, because WITH siblings, if one hurts the other, they usually yelp or hiss and even avoid the rougher sibling, which sort of teaches that rougher sibling that if they play that way, they're not going to have anyone to play with or they're going to get yelled at (hissing). I've raised a few kittens on this idea, and it seems to work, so maybe next time tibby is getting too rough, try owwing loudly or maybe hissing? Even blowing on them seems to work because they take that as hissing, and the air going across their face seems to be quite intimidating. Full disclosure, I've never raised Bobcats, so I dunno if any of this applies. GOOD LUCK, UNCLE BEN!

I think having someone to teach them how much it hurts to be bitten and vice-versa is essentiall for a lot of young animals, I observed stray pups becoming less bitey after being introduced to new siblings aswell, glad she has a brother now

I've had several cats who do that, and usually, it's a suckling behavior. I have a half bobcat who did it as a kitten, but we gave him a fuzzy scarf my wife had, and he suckles that to this day. See if you can find a small fuzzy blanket or something and give it to them when they do that.
