The song itself is about the need of being simple and following basic "rules of life". Hitler here is just a metaphor for someone who tried to fight the rules and failed. Therefore Hitler writes to Kuomo a message where he "Told me to sing some songs suchs do-re-mi", i.e. basically "sing smth simple, don't be too original". Kuomo himself is another guy who tried to be too original ("Pinkerton"), but had to comply eventually.
