Above the Main Hall in the RPD of Resident Evil 2 is another locked safe. This Resident Evil 2 Waiting Room Safe Combination Guide will tell you where to find the safe within the Waiting Room and the combination required to open it.

For anyone still playing,
9-15-7 for the safe in the police office (hip pouch)
Waiting room is 6-2-11, (muzzle for Leons Matilda, or extended mag for Claires JMB)
2nd floor showers CAP (shotgun shells for Leon, or flame rounds for Claire)
3rd floor locker is DCM, magnum rounds for Leon, or SMG rounds Claire
Sewers time
SZF for the locker that leads into the saferoom with the chess pieces, magnum rounds for both Leon and Claire, or smg for Claire. Either or.
The safe combo is 2-12-8, for the safe near the NEST tram (Shotgun stock for Leon, or magnum barrel for Claire’s SLS)
I believe thats all of them. Happy trails!
Shit, forgot Leons desk. NED for first lock, and MRG second. Extended mag for Leons Matilda, or fast reloader for Claire’s SLS.
The Key for cop car is in the firing range, a box. Interact with the box, gives key. Examine key, flip it until you see unlock or lock. Interact, and go to parking garage. Interact with the coo car thats on, and it’ll give you a stock for Leon’s Matilda that enables burst mod, or JMB for Claire, with laser on it.
Gunpowder’s? Regular and regular make handgun ammunition. Regular and yellow make shotty ammo for Leon. Yellow and yellow makes Lightning hawk ammo for Leon (magnum). Large and large makes 24+ handgun? Large and yellow makes 5-6 shells.
Regular and regular for handgun again. Regular and white for Claire’s grenade launcher acid rounds. White and white makes SMG ammo for the MQ11. Large and large is 24+ handgun. Large and white makes 5-6 acid rounds.
Ghost survivors allows white and yellow being mixed, which makes a grenade.

I just bought this game for a good deal at Best Buy for $24.99 brand new. Anyways... while playing this game for 30 mins or so I came across the safe with no clues. This video helped out tremendously. I subscribed and liked this video. Thanks for the info.

Locks are always left right left and you do not need to pass 0 unless you have to.. 6-2-11 that should work

It's confusing because usually on locks you have to pass 0 then go to the number
