For one, clearly is not double parked. You also can't say he's illegally parked then change to using a cell phone while driving. The senior supervisor should have intervened prior to letting Carl physically force his way into the guys car after clearly fabricating infractions. Easy lawsuit and why it should come out of officers pensions, completely avoidable interaction.
