I've always thought the last link in social stability was the police... a peaceful society develops from a culture OF peace... with that said, there are still bad people who will choose to violate laws of civil society... good luck dealing with that without a dedicated law enforcement agency... the stat on police kill rate vs the populace kill rate does not seem to be an Apple to Apple comparison... the average person does not go around pulling over traffic law violators or get called upon to serve warrants... I'm not sure what the point of that was... (And the rate of violence committed against police vs the death till they create is actually a very important statistic in discussing death by law enforcement)
