Depends if its Fanon Dust or Canon Dust. If it's Canon Killer however, then Dust isn't a fair matchup anymore. People like Dustdust divine hatred and Hyper Dust are too powerful for Canon Killer. Normal Dust is really just gonna get stomped to oblivion. There isn't an in between. The only fair battle is Fanon Killer vs Fanon Dust.

Canon dust has lv 19 and his max lv is 20 but canon killer sans will actually have a hard time

I’d say killer wins high diff. Dust has gravity manipulation and blasters whereas killer does not.
