Storage size depends on what you need the device for…at least in my view. For example, I bought iPad Mini 5 256gb as my first iPad December 2021 to use as a Gaming/movie or YouTube hub.

Now I have 36 AAA games on my iPad from Ps1-PS4 and the total storage used for all is 141.5 out of 256gb. Now iPadOS 15 for me takes up 8.62 with System logs taking up 9.44. I have plenty storage left for whatever else I need it for…

64GB is plenty if you manage your games/photos or videos by deleting them for new ones like I did prior to owning a 256gb device
