Function components doesn't have instance and class components does. Rerendering class component means calling its instance render function again, and rerendering function component means calling whole component function again. That is real and main difference between class and function component I'd say

(I might have not totally understood the question, and I'm not that great at React/JS so pls go easy)

1. This conclusion doesn't seem like an actual difference between Class and Functional Comps

2.Isn't this "mutated and not mutated" conclusion derived because you chose to set the value of the state in the Class comp as an object {a: 5}, and the value of the state in the Functional comp as a primitive data type, ie. 100 which is a Number?
If you choose objects in both comps, then both would be mutated, if you chose primitives in both, then both would not be mutated.

Am I wrong or missing something?

Who cares about whether something is mutated? This a nonsensical gotcha question. There's no point asking such questions in an interview.

It doesn't tell you if someone can do the job well. It just tells you if he knows some specific never used fact
