One of the biggest issues that I heard on this briefing is the apparent disregard for the signals at grade crossings.
I really do not know what, if any, penalties there are for disregarding the signals. Maybe local authorities should also include standard traffic lights to the grade crossing signals.
There should also be significant fines associated with entering/crossing the tracks against the crossing warnings.

It is a disgrace that the city of Biloxi has knowingly allowed such a dangerous crossing to exist. Just in the past 12 months a Pepsi truck and another tour bus have become stuck on this same crossing yet nothing was done. Casinos are the main industry in Biloxi and there are dozens of out-of-town tour buses roaming the city each day. I will not take a tour bus to Biloxi again till this and other crossing are fixed.

This crossing looks level when approached from the south but after crossing the tracks drops off sharply. This is Main Street and the shortest route between two popular Casinos. It would be very easy to build the north side up to make the crossing level and safe, a simple sign is not the answer. This will probably happen again since bus drivers rely on GPS to route them around strange cities, and there are other similar crossing in Biloxi. Even if give detailed directions they are subject to accident detours or missing a turn due to being in wrong lane.

I'll save y'all a bunch of trouble. The bus got high centered on the crossing. Poor route planning. End of story.
