Just increase HP. We got enough well armoured enemies to deal with and chaff shouldn't be that well protected. Although that may have been the original intention but idk

We've had bot infantry spawn with medium armor chestplates since day 1, I see nothing new

If you have light pen, just shoot the head, groin, or legs. Sure, light pen has little use now, but they still make short work of berserkers, devastators (aim at unarmoured groin), and are amazing for handling hulks via backshots.

I don’t think the armor is disabled, I think it’s more likely that the trooper health pool is so low, that even a little deflected primary’s worth of damage still kills them

The thing with bots is that even the small ones are dangerous, especially those with machine guns. The difference is only in How easy it is to kill them
