CFP Description: Government of India launched PMGSY-III in 2018 with the objective of upgrading 1,25,000 km out of India's 4.5 million km rural road network to boost connectivity to schools, hospitals and markets.

In this talk, I'll show how "Trace Maps", our network planning algorithm was designed, developed and implemented using QGIS and other FOSS libraries.

I'll give an insight into the practical work that goes into using such emerging technologies in resource-constrained public sector settings. The organizational and institutional realities of government such as data/IT systems, embedded work culture, bureaucratic norms, resource-constraints both explicitly and implicitly shape deliberation, design and deployment of such public sector data science projects.

I will also showcase the PMGSY Rural Connectivity Datasets that were released as open data in 2022. It includes GIS data for 25 lac km roads, 1 million habitations and 800,000 rural points of interests.
