Ah, third world America, where even those in poverty, living paycheck to paycheck have cars, roofs, food pantries to help in times of hardship. Just saying it can be a lot worse, most people will probably still have some dry rice and dry beans in their pantry, and some flour on the shelf.
Yes, they have problems, many will have to boil water for a while, refrigerated and perishable foods were lost and will take a while to restock. Some houses and businesses flooded and that will be extremely costly and will be endless fighting with the insurance crooks. Ultimately most people will survive to fight another day.
