Actually the 5 national rank hunters are Thomas, Lui, Christopher, the Indian one and one other unidentified hunter whos a healer. All but the healer had ruler essences in them. They were considered national rank hunters as they were the party of S rank hunters who defeated the dragon boss of the s rank dungeon break in the west coast of America. It is said to be considered comparable to them one needs to beat an S rank dungeon themselves. Ifc there was the Brazilian hunter who had an essence of a ruler in him, except he wasnt apart of the party who defeated the dragon, and so i believe is rank 6th. Jinwoo was never a national hunter, confirmed at least.
