I don't think this is an ablative absolute (regardless of what even Orelli may think...). I'd rather conceive it to be a dative governed by the verb inducere: "to spread" something "over" something else (as stated by Lewis&Short for instance). The translation would read as follows: "If a painter should wish to ... spread a variety of plumage over limbs (of different animals) taken from every part (of nature) (C. Smart, Theodore Alois Buckley, 1863)
