While there are other DC villains that are more threatening than Pyg, Pyg might just be the darkest entity in Gotham history. A man this deranged and this devoted to ethnic cleansing is too much, even for Gotham. Scarecrow may be scarier, but his deeds aren't as horrifying, it's more so the way that he prefers torture than go for the kill. And while I do think the villains that focus more on torture rather than death are more devious and entertaining, Pyg is somehow a combination of both, except instead of tortured ng then killing, with him it's the other way around.
