I've never seen the thick one. Wt? Oh no, nope...also I use it for all kinds of mock ups, and use a spray bottle, just to opens some areas and leave others.

A lot of quilters use the dissolvable stuff to tack layers together instead of pins. I think the thicker stuff is used in macrame and lace for complex designs
