Various figures have been retconned and disclosed to be linked to one of the superhero universe's most sinister organizations: the Weapon Plus program, an institution that has experimented on figures from all over the universe to turn them into living weapons, over the course of the Marvel Universe's history. The programme had progressed to Weapon X by the 1960s, and it was handled by the Central Intelligence Agency. Due of their complete disregard for life, whether human or animal, the programme is acknowledged to be one of the most evil in the Marvel Universe's history.
