They focused on whatever limited resources they had on upgrading their firepower. Their comm equipment is still ancient. Easily hacked and malfunctions due to old battery tech. Most of them are reportedly using cell phones which reveal their location. One of the Russian commander was killed using this method.
Other countries are learning from this and investigating their own comm equipments.

Forced military service should be banned world wide as part of the human's rights, which also includes men. If the fight is honorable there is no need to force people to fight for it, both men and women will willingly join it.

Low moral is the cause of all failures. Poorly serviced equipment, stolen funds, poor discipline, low quality of the personnel the majority of who are basically unemployable in civil economy. They became soldiers just to make a living, may be steal something extra in the process. They have no desire too fight.

Russian military might is greatly exaggerated in Youtube and military fan websites. The truth is, most of Russian tanks, aircraft and equipment are Soviet antiques. Russian generals are incompetent, corrupt and can't even figure out simple logistics. Most of the Russian soldiers are peasant from the Russian country side. That is why Putin is recruiting soldiers from Belarus and Syria. Putin's Russian Chechens are also greatly exaggerated. Ukraine ground forces easily annihilated 1000 Russian Chechen Special forces with 56 tanks, sent to assassinate Zelensky.
