I think it would be pretty emotionally difficult to fight Luffy after what went down with Garp since he is his grandson who we saw him talk to Kuzan about in a flashback I would only see him doing so in the event of something forcing his hand especially because he has seemed to be less hostile then most admirals to them on a couple occasions
