Not completely true, the old owner can remove the car from their account. You then add a vehicle to your account. A proof of sale documentation is all tesla needs, and within 24 hours, you will be g2g for super charging.

I bought both of mine used and had to go through this process. I went through a regular car dealership so they couldn't get the old owner to release the car, but still tesla just wanted proof of legal purchase, and they added the car.

Side note if your buying a EV superchargering is the least cost effective method. Fastest but least cost effective. A 15-40 plug in the garage is the best way to go, save supercharging for road trips.
