I am trying to tighten my rocker arm stopper but i cant because there are 2 bolts that just spin they wont tighten or loosen?? how do i get this off????

first of all nice car :D
about ur bolts not going on or out even when u spin them is because probably the bolt threads are broken/torn.
anyway u gotta get them out re-thread the holes and get new bolts for it

about ur oil filter u should get the right type for the sr20.

So the nut is spinning or the stud? Or you cant tell? Id Look real carefull to see what is spinning cause the nut threads on to the stud, and the stud threads ito the head. Maybe get a pick and try to pop the gasket out the side to get a look and grab the stud with some needle nose pliers. If all else fails impact gun cause regardless that needs to come out re-thread whatever you gotta do. Many an sr has been wronged by the hands of the lesser knoledge and i share your pain.

What did you end up doing? I've got the same problem with mine right now, and the valve cover gasket is leaking.
