Great, but I want to set it so that it's enabled for the website forever (which was possible before an "upgrade" where Google decided to change the UI). Nowhere do I see how to do that.

Hi all,
Here is a better permanent fix, type chrome://flags/ in the address bar, hit enter then find "Enable Ephemeral Flash Permissions" and set to disabled. (credit BacGer found on Spiceworks)
