According to most geneticists, humans were in Eurasia 80–70, 000 years ago. He could be a hybrid, or maybe a Homo sapiens with a heavy Neanderthal influence. Scientists could hardly find a hybrid; the closest would be Oase (6% Neanderthal admixture). Archeologists have misclassified many Homo sapiens skulls as those of other hominids. I would not be shocked if that were the case.

His skull was found in the northern Levant - which would today be northern Syria. We now know that Neanderthals lived in a far larger area than we previously thought, therefore populations in different areas would develop differently depending upon climate and food sources etc.

The reason we made neanderthals extinct is because we lived in large groups, while neanderthals lived preferably in small groups. Since we had larger groups, we ate more food, meaning neanderthals couldn't eat enough to sustain their bulky bodies.

Since modern people have races based on adaptations to the local environment, it's probably very likely that Neanderthals also had races and skin colors adapted to the local environment in their time.
