The sweet spot is 500 feet to 1500 feet elevation. The new FAA regulations governing eVTOLs and drones will expect the flying cars to travel in that range. There will be some exceptions to that, but they are not expected to fly at high altitude. The higher altitudes will be reserved for commercial and private aviation, a.k.a. traditional planes.

Guess what? They will not work well at high altitude. The propellers are not as efficient in thin air.
