I actually hate this rule. I understand behind the line for a scratch on the break, no matter how dumb it is. But, why is jumping off the table on the break different?

cue in on break is before that second marker, cue off the table on break is ball in hand.

depending on scenario you might just rerack it too

Oh i thought you could only shoot forward from behind the 2nd line. Didn't realize you could shoot behind you from that spot as well. ( not on the rail like that. But like in that area i thought you could only go forward instead of hitting one of the balls in the right corner pocket on that side of the table.)

Growing up we always played that if you scratched on the break it was an automatic loss and rerack

Is “ball in hand from baulk” the same as US kitchen rules? ( behind the line, only forward, no objects in the kitchen )

That's the only rule that has made sense. That doesn't feel like it was made up halfway through a game.

We just call the Baulk foul here as Scratch, since we just locally play or nationally play in the Philippines (not being prideful), I have no idea why is it called a scratch instead of a baulk

How ridiculous is it that jumping the cue ball off the table on the break results in BIH anywhere but pocketing the cue ball on the break results on BIH in the kitchen? Anytime the ball leaves the surface, regardless of whether it is jumped off the table or goes into a pocket, should be a scratch and result in a consistent form of BIH.
