I think that there should be several ways to unlock conquerors haki these are a few ideas that im sharing :
1- It being very rare off spawn and you don't know you have it until you get to a level where it would just activate in response to getting low in health(you have to be lowered by someone who isn't a crewmember)

2- It being achievable by meeting a certain bounty/fame/notoriety target for example 500M and being one of the first 20 people to achieve that target while also meeting a willpower requirement, they could make multiple bounty, fame or notoriety checkpoints that reward you with conquerors if you meet the willpower and/or spiritual requirement while being one of the first 20 to meet a checkpoint (If you already have conquerors haki then you should be ignored when it comes to this method)

3- Being able to defeat a high number of conquerors haki users that are within your level bracket (10 levels above or below you more or less) defeating the same player repeatedly wouldn't count so that this method couldn't be abused, these grips can't be within your crew either ( other requirements could be added on top of these ) with a conquerors progression system, If you defeat one conquerors haki user it goes up if you lose to a different conquerors user it divides your progression .

4- Being able to defeat a very very very high number of regular players within your level bracket there should be a range of maybe 10 levels above you and 10 levels below you(more or less) , these players can't be in your crew and they are also only counted once so that it couldn't be abused. (If spiritual and willpower are really related to haki then you should also meet the spiritual and willpower requirement for this method and the methods above and below ) Also with conquerors progression you're given three chances with this method, If you defeat a regular player within your level bracket but lose to the next player in that level bracket you will have 2 more chances to maintain your progression, if you lose to 2 other players then your conquerors progression will be divided if you however win a battle with one of the other two players you then keep your conquerors progression and the amount of chances you get resets to 3 again

5- It being obtainable by participating and surviving a high number of hard to extreme tier events back to back without being gripped by bosses, mini bosses or opposing groups.
For conquerors progression these events should be combat based and for you to gain progression you should contribute somewhat to and/or complete tasks connected to the event.

This might be a bit complex but coding in specific event mini goals (for conquerors progression) that you have to complete in the event while also avoiding being gripped to be eligible for the conquerors progression would be an interesting way to integrate a path where conquerors haki could theoretically be accessible to everyone but difficult to the point where players would be discouraged from focusing too much on it .

Also if you succeed in one event where you went down the conquerors progression route and then you attempt a back to back success but fail on the second then your conquerors progression should be divided. and it should divide every time this happens.

Conquerers should be like bell from deepwoken but conquerers can be one of many "bells" or skills u coold unlock after meeting such requirment.

I think for haki they could give you special haki skills like divine departure if you level up a certain haki stat

They should have the Haki obtainment onyl be available after getting whooped by a logia or something and u get tped to a scene similar to the GTA first time dying online scene and ur told a person who can teach you haki
