Worked for me! Now, to figure out how did this get unchecked to begin with. 🙁

Another reason for tabs being inactive is that the sheets in the workbook may be grouped. I just right-clicked on sheet 1 and the "ungroup sheets" option appeared which I clicked and then the functions in command group got active.
