App rationalization is absolutely a critical piece of an organization's cloud migration plan. Excellent point.
Maybe even more critical is the cultural shift needed to embrace cloud technologies, as well as the education and executive buy-in needed to enable that cultural shift. The biggest challenge may be taking a massive organization like the Department of Defense and shifting all of that cultural inertia in a new direction.
