There is talk of a artificial island in the Dogger Bank area. This would be a great location for a hotel for workers and tourists who would want to visit the site. The heliport might have a concrete hanger for a couple of helicopters, so they could be protected from high winds and waves, winter storms. It should be at least 25 meters above the sea level, so waves will not crash over the sea walls protecting the island, and it might sink about 3 meters into the ocean as the materials settle, just like the airport in Japan.

The harbor should be protected with a barrier wall, perhaps even a lock chamber door, like the Panama Canal, to keep out high seas storms and waves. Then when open, the jack up barges can find a safe place to sit out a huge storm, and not spend countless hours going to a port, saving time and fuel. The outer harbor (beyond the protection lock door) should have a Coast Guard rescue vessel that can withstand 25 meter waves and perform a rescue even if the storm wall door is kept closed. Also a great location to dock other ships and perhaps a cruise ship to provide additional hotel space, or to dock for a day trip to the wind farm?

Ships could bring out materials to this site, and unload, then load the jack up barges, so they don't have to travel 200 Km to shore to get a new load of materials every 10 days.
