I am seeing that every one is saying Bihar gets biggest benefit with this budget, but no one try to go in deeply that all allotted money was just upto DPR level (especially for Bihar).

Bihar is the worst performing in almost all index, and Bihar really needed that.

It makes fool by giving expressway as it was just for hundred kms, which is not the need of this time
