Humidity is the problem, most of the middle eastern country is lucky without the moisture on the air, now the airport cooling tower had to be fixed because the chiller will tripped into high head. Most of the problem is lack of maintenance, the basin has a thick mud, the return of the water from the top nozzles are restricted, low water level because the water evaporates as the heat from the refrigerant heats up water and city water supply to the tower is not enough to filled up water from evaporation. Could be fan blade broken, belts snap or loose need belt adjustment for proper tension. Proper maintenance can prevent this unexpected equipment troubles, if they have more cooling tower cells could be enough to keep up to dissipate heats from heat from the refrigerants. We can shut down cells for clean up and the best time to do that is at nights, less demand on AC, chillers are not not on the full mode, I know the Philippines outside temperatures are getting too hot it is really hard to meet the demand of cooling especially the system is undersized, I’m inclined to think the system capacity is undersized, ’is just lack of proper maintenance.
