DCG likely has the money to pay but is also betting on the fact that crypto will be worth much more in the coming months. I am sure they will pay, but will delay it until they find a comfortable price to sell at. You would have to be insane to sell at these lows. In my opinion delaying payment is the smartest thing they can do financially speaking.
