Such issues need strict and a rigorous punishment against the culprits but the West and the EU is very kind to such people and their crimes.They pose it their cultural activity perhaps so they do not demand rigorous accountability of such criminals.

That's how it's done. The patient should always have some clothing on during the examination. Wherever possible, doctors and other medical professionals should only expose whichever part of the body they are examining.
