It could be some import/export agreement, it could be some kind of social status that is deeply rooted in Mexico and because of which many people in Mexico visit the place more than other places, to buy and resell products, then it is logical that the company raises prices because there is still a lot of demand and also there are foreigners from the United States and Canada living in Mexico and the products in pesos that are used in Mexico are nothing compared to those earned in dollars and they can give themselves that life of spending and therefore the price increase.

I suspect this is because Costco is a US company. I spent some time in Mexico many years ago and had a long conversation with a local Mexican about goods made in Mexico. I thought that because the goods were made in Mexico that the cost would be cheaper there. He said no - that''s not how it works. He said that if an order comes from the US for say jeans, they are manufactured in Mexico and then shipped back to the US. They can only be sold in Mexico after they ship back to the US then are shipped back to Mexico. Hence the higher price. There is some kind of import/export law that prohibits them from keeping any of the manufactured goods in Mexico. He said that this is why many Mexicans travel to Florida to purchase clothing. I suspect this is the same in Asia. I have a colleague from Kuala Lumpur who comes to the US with an empty suitcase to bring items back even though you would think items made in Vietnam or China would be cheaper in KL. Not always true. It depends what it is. I'm not sure what the law is but it's some kind of import/export agreement.
