The States formed the Federal Government. It wasn't the other way around. The Constitution is a contract between the People, the States and the Central Government.
It even has an enforcement clause.

Enslaved States DID NOT WANT TO give up slaves, the economic problem was making black people free hence losing property as enslaved free labor would be lost.
