This is a absolutely wrong he found out that the police was about to capture and arrest the resistance and if they were captured them and their entire families would be executed including Zeke and his grandparents so he confided in his father figure the previous beast Titan who told him to turn his parents that way at least him and his grandparents would survive. You’re mish-mashing two scenes together.

1)
Zeke’s mentor (Ksaver) specifically told Zeke to rat out his parents because Zeke would have been punished along with them if they were caught. He simply wanted Zeke to survive.

2)
Ksaver never actually brought up the idea of passing the Beast Titan to Zeke. The whole thing was Zeke’s idea, who offered to inherent the Titan in order to carry out Ksaver’s Euthanasia theory when Ksaver would have been killed by the curse of Ymir before accomplishing it.
