For anyone wondering what this spec is from, this is from mainly lobotomy corporation and Library of Ruina, the resident project moon fan is here to explain.
The character in question is Binah. A former Arbiter of the head. The arbiters use singularities to have these "fairy" powers. They're more in depth in library of ruina, being that when the enemy does anything, they take damage due to the fairy stacks. The text on screen is also a reference to the core suppression of Binah in Lobotomy corporation, being as the text appearing during the suppression. The pillars are also vital parts of the kit, just they hit hard and who expects a pillar to be thrown at your during a fight? There is also lock, which, well locks someone in place. The moves are all degraded because compared to her in her prime, (yes binah is a woman), she would've been much stronger, but during her core suppression and while fighting in Library of Ruina, she is weaker due to her body being limited.
