Sir, there is a little confusion in the action for standon vessel, As per some surveyors and cockroft explanation. We are instructed to avoid crossing to port only if 17 a(ii) applies but as per 17(b) there is no such restriction so alteration of course to port will be more suitable in close quarter situation.
This ques is one of the issue .
