Steal over $1000 in New York and it's a felony, with a fine of up to 2x the amount stolen and up to 4 years in jail.
But if you steal millions, then guys like this balk at having to pay any consequences at all.

In 2008, when banks failed, the federal government GAVE banks money. By March 2009, the Fed had committed almost $8 trillion to bailing out the banking system. The crime of fraud is not victimless. Common folks like you and me pay.

Oh look, a rich guy thinking this is unfair. The size of the penalty is supposed to match the crime. Any less and there's no deterrence for future crime. He knows that.
