You can direct people to FInviz as well. The screener there allows you to pull up high short float just by entering the desired short float percentage for which you're looking.

There are many ways to "time". Nice explanation of short % of float and its possible impact, but I'll pass on using borrowing rate to "time". Very educational! Thanks!
