Model code of conduct ( MCC )
It was in 1951 where first general election had conducted, the PM Jawaharlal Nehru pleaded to separate the works of both Govt and Elections. In 1960, Kerala govt came up with a new concept to eliminate the misuse of state machinery and capital in campaigning of elections and bribery. The ECI accepted the concept and in 1979 implemented this concept as minimum code pf conduct in elections which can be also called as model code of conduct.
Provisions
1. No candidate or party shall participate in any activity which would create religious differences
2. No bribery to voters
3. No appeal for votes in the name of caste, community etc...
4. No party should use state capital or machineries in campaigning
5. No new policies can be announced during the period which MCC is going on.
6. Dont make payments from discretionary funds
MCC can also be called as moral code of conduct where the political parties have to follow a moral code during election campaigns without violences. The decisions regarding MCC should be in the hands of ECI and not in judiciary. As the former chief election commissioner N. Gopalaswami had told, elections in India should be as hard as steel and as soft as petal.
