Sanji was shunned by his family, he was put in a jail cell and has some sort of contraption on his head.
His mother died and when he's free he has to experience starving eating nothing but molded bread while the one that he sees as a father ate his own leg.

Gaara was seen as a monster, he was shunned by his village and existed to be use as a weapon.

Both of them are equal in my opinion.

I was expecting him to get Law his people actually died from a disease and then he Cora-san who sacrificed his life to protect and save him. He died beside Law but kept himself alive so he could keep Doffy from hearing Law's cry

You can argue that Itachi’s put at #3 bc while his options were trash, he still HAD options. Both Sanji and Garra were children and couldn’t do anything about it.

Technically rengoku's backstory is pretty sad if you've dealt with similar abuse his dad didn't want him to be like him and used any opportunity to degrade and berate him because he felt he was inferior learning that flame breathing is only a cheap knock off of sun breathing despite all of the death and sadness that surrounded him due to his mother passing and his father's descent into depression over it and his failures as a slayer he still came out on top and did what his father couldn't do prevent deaths while fighting arguably the direct counter to demon slayers fighting style akaza(as long as your emotions and intent can be read akaza can parry block and defend against any attack done .
