This just shows how convinced he is of his plans. In his head he already succeeded. The red chain is already his at this point. So why bother? I assume he gives you the master ball to make you more friendly towards him, so that you won’t interfere with his plans. Like a dog that you domesticate with treats.

Hmm... instead of using the chain to catch the legendary, and control it unwillingly, I could instead catch it with the masterball and it will willingly do my bidding... oooor I could give the masterball to this kid who is LITERALLY trying to stop my plans and go with the risky dumb strat.

Cyrus is pretty dumb for handing over the Master Ball but people seem to forget the Red Chain is more ideal for what he wants to do than a Poke Ball.
