The request to stop building in the territories was made both to Israel and the Palestinian Authority. Nice idea, but it won't work.

First, the Israeli government has no control over the settlers' building unauthorized settlements. The settlers ignore the government's authority because they have the political power to do so.

As for the PA, Abbas may agree to a temporary halt, but he won't live up to such promises. Abbas only fulfills those promises and obligations which suits his interests alone. His word cannot be trusted.
