Fill the 2 liter bottles with grain rice water? You could ship the bottles rolled flat to a degree then you could fit more in container they can inflate the bottle when it arrives to the location. How about fill the bottles with activated charchoal so they could filter their water if they are concerned with bph contamination.

Why not place a black rod inside the 2 liter bottle it would increase warming and cut the depth in half if you are concerned with the 4 inch 50% reduction issue. The reason you use 6 hours is to reach temp range you can do this with metal UV kills bacteria but does not take as long so you can use cold water in the sun transfer the water into the metal container then after it cools you can return it to the plastic to reduce bph exposure.

With the sodis... You could 'double' the water being 'irradiated' by using a reflective coating on the opposite side to the sun, this might also fix the cap issue as the light would be randomly reflected into it. Alternatively putting the whole bottle in a hemisphere of foil would increase the speed of disinfection and the depth (circumventing the 4 cm depth issue, so larger containers could be used).
