These men are returning from the daily Flag Raising at the Acropolis. Every morning, a unit of Greek Soldiers climbs the Acropolis and raises the flag which flies over the Acropolis. Every evening, they arrive and lower it. This is why one of the men is not carrying a rifle - He is the man who had the honor of carrying the flag up to the Parthenon.
