Digital tax: Collecting VAT online

Where should value-added tax be paid in a digital economy?

Globalisation has offered multinational enterprises ever-increasing opportunities to reduce their taxes in the digital economy, often by moving profits to offshore financial centres. The result – governments are losing billions of dollars annually. The OECD/G20 Base Erosion and Profit Shifting (BEPS) Project provides governments with solutions to level the playing field by closing gaps in existing international rules that currently allow corporate profits to “disappear” or be artificially shifted to low/no tax environments, where little or no economic activity takes place.

Right! By definition the VAT or Value Added Tax must go to the country where the buyer is located and thus, I suggest collected from the buyer NOT the seller. It's not fair to ask the seller to with hold the money for 10's of different countries, as that hurts smaller online retailers.
