They did a good deed. A floating container at sea is huge hazard at night for passing ships. The hole they made will help sink the container as rain and waves fill it with water.

they found cigarattes. When they reached the port, some of them sold these cigarettes. This is not legal. That's why the cops came to the ship. Also, the cigarettes in the white sack came out of the engine room.

При заходе в порт декларируется примерно блок на человека, а остальное надо было деклорировать, как судовые припасы, может даже опломбировали, но пользоватся ими в порту не получится но зато в рейсе будет, что курить.
